What is KMCHP?

Kern Medical Center Health Plan (KMCHP) is a county funded program that provides care to eligible Kern County residents.  It’s a way for those people who meet certain requirements to get quality, ongoing medical care at no cost.  KMCHP works with you to determine eligibility, assist with the application process and provide continuing coverage for those who qualify.

What is Included?

All enrollees of KMCHP will qualify to receive the following medical benefits:

  • Outpatient Services – Primary Care
  • Physician Services (including Specialty & Podiatry)                                     
  • Prescription & Limited Non- Prescription Medications
  • Emergency Care Services (at KMC only)
  • Acute Inpatient Hospital Services
  • Medical Equipment & Supplies
  • Radiology
  • Laboratory Services
  • Physical Therapy
  • Prior-Authorized, Non-Emergency Medical Transportation
  • Prosthetic & Orthotic Appliances & Devices


Some of enrollees of KMCHP may also qualify to receive:

  • Out-of-Network Emergency Care Services
  • Emergency Transportation Services
  • Mental Health Services

Who is Eligible?

In order to qualify for KMCHP benefits, the following eligibility requirements must be met:

  • Adults between the ages of 19-64
  • Income at or below 133% of the Federal Poverty Level
  • Resident of Kern County
  • Not enrolled or eligible for other state health plans such as Medi-Cal or CHIP
  • US Citizen or a legal resident of the United States for 5 or more years

KMCHP enrollees are assigned a Medical Home and have access to comprehensive primary and specialty care from doctors who are familiar with their medical histories and special medical needs.


How to Apply for KMCHP?

Getting started is easy! Call 661.326-2392 (select option 4) today to request an application and/or speak to one of our Patient Financial Service representatives.  We can answer questions, provide program materials, and assist you through the application, eligibility and determination process.  We look forward to working with you to create a healthier future.

To complete your application, here’s what you need to do:
1. Complete the application form and sign it.
Complete all items on the application and sign on page 3.
2. Collect your documents and submit with you application.
On page 4 of the application, we have listed all applicable documents that must be submitted with your application.  Please review this carefully.
3. Submit your completed application and supportive documentation to:

Patient Financial Services hours of operation: Monday - Friday 8:00 am to 5:00 pm (closed from 12-1 pm daily)
Additional items may also be needed in some cases in order to determine eligibility. If needed, the financial counselor will request additional items. If you have any questions, please call KMCHP Financial Services at (661) 326-2392 option 4.

On December 31, 2013, the Low Income Health Plan (LIHP), locally known as Kern Medical Center Health Plan (KMCHP) will be ending. All current members of KMCHP will either be eligible for Medi-Cal or Covered California. Below are links to notification documents that have been mailed to all LIHP members regarding the transition.
